How is the cat communicating with her? How does this follow from the other pictures? Why does she want to be petted? Why does the cat care about Power Girl's boobs? Why does Wonder Woman care about Ororo's boobs, especially when Ororo and Thor are an item and Wonder Woman is generally about fidelity?

1) Communication with animals is a lesser known part of Wonder Woman's powerset.
2) This takes place at the same time as the picture right before it, in Power Girl's living room
3) Mind control, maybe? I mean, really...

I don't think it's Storm, I think it's a version of Queen Bee. She's been done many a time in Rotem's style, wearing what she is in WW's thought bubbles.

She's based on the Young Justice cartoon version, who rules a Middle Eastern nation through political manipulating and straight up mind control powers. The show describes her powers as "working on men and SOME women", so yeah.
