I'm not quite sure if Yukari is actually asking if Reimu is happy in her second speech bubble, or if saying うれしい？ in that context is more like saying "okay?".

One of the Nicoseiga tags is "How to Make a Shikigami". I wish Yukari made more shikigami :3

Excuse me while I spout my useless knowledge but it is said a few times Yukari has many more Shikigami besides Ran and Chen that we never see. They keep watch over Gensokyo activities and give her border status reports.

That's true, but they're mostly crows and paper dolls and things like that, right? I know she wants to make Aya into her shikigami, but unfortunately I don't think there are any doujinshi about that.

To (sort of) answer your translation related question: To the best of my knowledge うれしい is never used as "okay"/"do you understand?" At least, I can never recall seeing it.
