You see, I suspect that Hypno-Tan is capable of using Her Own kind of hypnosis magic, and in this picture, She's supposed to be using that hypnosis magic and the visual cue for Her using it is through Her eyes glowing blue, since, She has blue eyes.
And the thing projecting the magic spiral is Her finger, so Her Hand also has the visual cue of hypnosis magic around it.
