Well, the thing's called 'Sim Tentacle'. The point is to get girls to convert into tentacle slaves. Raven's a party member. It's unclear what's going on exactly since almost everything's in Japanese.

I think he moved from China to another country, as he seems to able to access many sites China has either locked out, or had Chinese only severs made.
