I saw this image and thought "That looks like something from Super Robot Monkey Team Hyperforce Go" and wouldn't ya know it it's from Super Robot Monkey Team Hyperforce Go. Context is a wonderful thing.
If memory serves, this was from an episode where the depicted character, Jinmay, was captured by alien bikers and reprogrammed to be evil or something, I dunno. The later episodes of SRMTHG are pretty odd.

Yes, in that episode, The Hills Have Five, June nmay is kidnapped by bikers and they jam that bolt in her her to reprogram her as their biker babe.
