Keeping Harley out of trouble is a full-time job (And one which most sane people would ran away screaming rather than accept, for that matter). Unfortunately, so are ruling your own sovereign nation, shaping the future of the planet to suit your vision, and wrapping the wills of those who appose you around your fingers... Well, some help was obviously needed here, and the "will keep Harley Quinn out of your hair" section of the phonebook only has one entry (and even that one only appears in the editions printed on wood-free paper ^^ ), so a trip to see Dr. Pamela Isely, Botanist and professional clown-sitter, was only a matter of time...

True, one would have to be a mad scientist to invest the time and resources to develop a drug tailored for the biology and neurology of human/plant hybrids... but it isn't as if there's a shortage of mad scientists in the DC universe, is there?
