Well... Maybe a flag would be a bit much. It does look like it could use some cleaning up though.

For what it's worth, the eye manip actually isn't solid-color, as there is a bit of shading in it. However, the text going outside the speech bubble is inexcusable.

Huh. So you're right. It's well-hidden, but it's not all one solid color.

Fixing the speech bubble would be high priority, yes.

As ZeldaIsHot stated, it would probably be a good to do something with the eyes, too. The eyes themselves are pretty much okay; their main problem is that they don't actually look like they're glowing all too much. Make the glow more obvious, and that should be fine. A good way to do this would be have the glow from her eye extend a little bit beyond the eye itself with low opacity, kind of like the glow effect you have around the pink orb.
