I have a nifty little extension for Firefox that lets me pause GIFs, though. It's useful for this kind of thing.

I think they might mean that it's moving kind of fast, Rapid moment of any kind can trigger a seizure. Though I doubt this is intense enough unless someone was dangerously sensitive.

Though I don't think it's that bad I've seen ads that are way faster than this.
