Once a petition has been signed, it's taken to the Mayor. However, before many things go to the Mayor, it must first go through their assistant: Isabelle.
Of course, when the petition is joined with a user that's holding a hypno-wand - Isabelle knows that not only must she obey the petition, but just must get more signatures.

A few things bug me here: Quite hard to read. Between the size of the text and the kerning, this strains my eyes a fair amount. You have a lot of negative space in the lower left there, which would be a good place to have those bubbles. As a bonus it'd also mean you aren't overlapping the focus of the image. The background is quite nice, but it draws my eyes away due to the stylistic difference. Perspective seems a bit skewed (eg. back of the couch seems like it would dip to cushion level well before it ends), though that might just be me. That being said, I love the eyes, with the faint traces of spirals hidden in the gradient, all the small details and her expression.
Edit: Oops, shoulda refreshed before posting my comment. Good luck finding out what does that to the text. Thanks for posting what was written. Being able to read it without trouble now, I can say I like it. The last sentence of the first bubble seems a little "exposition-y", but the rest is quite enjoyable.

Yeah, I'm glad you were able to refresh to see that I had posted the text there. I'm still not sure why the text gets so screwed up, but thanks for the luck wishing on figuring it out. I definitely hope to do that, soon. And yeah, I can see what you mean there with the last sentence/first bubble.
I agree with what you mean in terms of so much negative space. I had thought I'd be slightly different when finished, and I should've planned out the text bubbles better. It definitely would've been better placed elsewhere. Thanks for pointing that out - I'll keep that in mind.

I think I see what you mean about the couch and the cushion level. It might just be how I angled her and the pillows. Maybe.
I'm glad that the details in the expression was noticed. I tried to make sure she appeared quite happy in her position - as well as other things here or there.
