Kaa is a character from The Jungle Book, ergo the tag. If you don't want Kaa, blacklist Kaa.

Pinky dear, it's generally an observation on this site that if people want to see Kaa, they'll only search for Kaa to find him, not go through the "The Jungle Book" tag. At least from how I interpret the rules and guidelines

Apparently, that rule has been walked back, since adding "kaa" now automatically adds "the_jungle_book" and "disney". No idea when that happened.
