It's a hypno-collar, you COULD explain more, but... do you really NEED to?

She tried to destroy time itself. For a really "meh" reason. She can stay in the hypno collar.

In the most recent episode, Starlight had been slacking off her friendship lessons because she was afraid that she sucks at everything except magic. So Twilight prompts her to do some activities with the other five main characters and leaves for a conference. Based on the idea that it is better to rip off a band-aid quickly rather than slowly, Starlight gathers them at the castle so they can do all five activities at the same time. Of course, the others says this is a really dumb idea on the grounds of both logistics and personal enjoyment.. It seems that all of that "listening to the opinions of others" and "accommodating their desires" stresses her out even more. So Starlight runs away to the spell library where she stitches together THREE difference mind-control spells so that the other five will go along with her stupid idea. As you can imagine, having your thoughts smothered under THREE DIFFERENT MIND-CONTROL SPELLS doesn't leave them with a whole lot of imagination. Starlight basically turns her friends into near-zombies who follow her commands literally without regard for context or even self-preservation since they nearly burn AND drown in the same episode. Wacky hijinks ensue until Twilight gets back and unscrambles everyone's' brains.

Of course at the end all Starlight has to do is say that she's REALLY sorry and everyone forgives her because she sure seems like she means it. This is basically what would have happened if the main characters decided Starlight needed to work for their forgiveness a little bit. ;)

It'd probably be a good idea for her to be Rarity's model before cleaning out the animal pens.

You don't want to know how hard it is to get rid of the smell of animal droppings.
