So I'm in a bit of a pickle in regards to this image. Should I tag it as loli, they have the proportions, but they also all have at least somewhat noticeable breasts. So, does that make it loli or not?

I think in this case the loli-ness is more the general art style than the actual characters. Presence of breasts does lead me to believe they're at least post-pubescent.

They are in highschool, I do think it's more just the art makes them look smaller.

They were all off to college at the end of the series too so were presumably 18 by then except Azusa

*reads above comments* I don't think it does, in this case. There's prominent "feminine features" which make me think that any loli-ness is just a result of the general almost-chibi art style.
