welp, I dont think someone is gonna translate this so I will do it, "viejoven" is some kind of definition to some people who dont act "acording to their young age" and instead act like old farts. so in the comic they explain how this happens.

That's only one way that can come about. The other way is some event or chain of events broke them into acting 'old'.
