The anime is "Tears to Tiara" and yes it's dubbed, BUT the dubbed version doesn't have nearly as good slave chanting as the japanese version.

Checked out the scene earlier. My God, what Rihannion's voice actress says in episode 2 is one of the hottest things I've listened to. The dialogue combined with that accent (in the dub).
