It's censorship. Japan has a weird vendetta against showing fully uncensored genitals, so a lot of the Japanese images have this kind of censorship.

Actually, that's part of the reason tentacle rape exists as a concept in the first place, if I remember correctly. Since there are restrictions on depicting penises, they are replaced with tentacles because there isn't any restriction against them.
