Triple: yes you do need context the little yellow tint is sign of mind control that happened in the anime but with the choker as crimson said its not a decoration but its not really anything kinky

The choker has absolutely nothing to do with hypnosis. It's a magical artifact that seals away Moka's persona and creates an artificial one so she doesn't...well, spoilers.

The choker is plot-relevant but it's not a mind control device as such (it does repress her 'true' personality).
The mind control is pretty subtle to see in the episode, it's the yellow tint in her eyes (and if the screenshot was taken a millisecond earlier, a yellow-ish wave effect hitting her face). She's being hypnotized by the Monster Of The Week speaking French at her.
