Can someone explain what is going on? The lady's turning into...something? Whilst things are blasting....gassy-type stuff? The whole piece is called 'Sun/Moon Bad End'. What happens in these Pokemon games that could lead to this series?
It's a long story... the game don't have a "BadEnd", but Lumisane's plane was to open a gate to the world of those jellfys monsters. UB-01 are a pokemon that could influence the pople with its toxin.

So why would she want to open a gate to there? Is she Fem-Zephiel and thinks they could do the 'running the world' better than us? And did she have this Pokemon before she starting thinking whatever it is she thought?

Spoilers and stuff for Pokemon Sun and Moon.
The jellyfish looking things are one type of Ultra Beast, called UB-01 or Nihilego. They're parasitic organisms that infest a host and produce a neurotoxin that causes violent behavior and a loss of inhibition. Towards the end of the game Lusamine, the main villain, is revealed to have been affected by one of them and is going insane as a result. During her fight, she fuses with one of the Nihilego and the purple corrupted form you see here actually occurs in-game.
So UB-01/Nihilego is a tentacle monster with a body composed entirely of hypnotic drugs that can fuse with and/or possess people. Thus we get this.
