most games in roblox have their own lore that doesn't account for official roblox lore, as vast majority of playable stuff is created by the players. one phenomena is the "murder" genre, which roots from a gamemode in Garry's Mod. one murderer with a knife hunting innocents, one sheriff with a gun who hunts the murderer, and lots of innocents that just have to survive and pick up sheriff's gun when he dies.
the commissioner created a game where the rules were taken away, so all players get both weapons on spawn and just free-for-all brawl to test in-game items on each other. that's what's happening in the background: noobs killing each other for fun, unaware that there's something more exciting awaiting behind the corner :P
