I tried to keep it ambiguous if this is "Mind Control University" with Daphne enslaving Taylor the budding psychic, "The Neuroqueen of Brockton Bay" with Tinker!Daphne enslaving Taylor the parahuman, or some other incarnation of both characters.

I assume this is an original character of someone's?
Daphne is Sunt's creation.
Taylor is from the massive online serial of Worm of 1 million plus words, belonging to Wildbow.

mind control wise, the series has a quite a few characters with mind control powers, like Canary, the Simurgh, Heartbreaker, Valefor, etc
Note: Mind controllers like those have horror elements connected with them in story; Canary accidentally caused a bad incident with her Ex-Boyfriend, the Simurgh turns people into ticking time bombs (not literally, psychologically), Heartbreaker abuses his own kids, and Valefor worships apocalyptic beings
and now, Daphne, what ever you do, don't say you can take her; also, be careful during January 2011 in her universe, that's when her bullying gets real bad; but also when she gets her powers

Taylor Hebert is from the web series Worm, a superhero story; she's a girl who gets bug control powers and tries to become a hero

Heh.
In "The Neuroqueen of Brockton Bay", the quest I'm running on the Questionable Questing forum, Daphne ends up enslaving her on April 8, 2011 (so, when the canon story starts, three days before the Lung fight).

for context, Lung was Taylor's first fight as a hero; she took on a Incredible Hulk like villain and won with an assist from a minor gang of villains

Double spoiler here.
Her powers at the end where fucking God level. Took control of pretty much everyone in the world all at once and used the combined powers of all the heroes and villains all at once to kill what was basically brain damaged Superman.
