Towa's usually the one performing the mind control. It's one of her main abilities, in fact. About the only characters who are immune are the ones with "God Ki" (Beerus, Whis, Goku, & Vegeta).

Actually Towa only controlled Bardock and XV1 PC in 2. Demigra was the one who controlled people, and he only controlled Vegeta.

Nope. Towa was controlling every single villain in XV2 (Demigra was dead at that point, remember?) except for Mira. As well as Bardock and the XV1 Time Patroller.

And Demigra controlled far more characters than just Vegeta. He controlled Raditz, Nappa, Vegeta, and the Saibamen in the Saiyan Saga. The Ginyu Force, Frieza, and Frieza's soldiers in the Namek Saga. Android 17, Android 18, Cell, and Teen Gohan in the Android/Cell Saga. Piccolo, Fat Buu, Super Buu, and Kid Buu in the Buu Saga. He attempted (and failed) to control Beerus in the Battle of Gods Saga. And during the "Demigra Saga" he controlled SS3 Gotenks, Vegeta, Ultimate Gohan, Time Patroller Trunks, Frieza, Cell, and Kid Buu.
