can someone explain this dance to me? what is it, where did it come from, why is it associated with hypnosis a lot?

In Japan there is a popular cartoon called Crayon Shin-Chan which was a slice of life show that was about a kid named Shin-chan and his daily life. Back in the 90s there was a Shin-Chan movie that was about Shin having dream that involved aliens invading Earth. The aliens would transform and brainwash people into zombie like slaves that wear leotards and squat in the pose seen in the image while constantly saying the word haigure. (can't really explain why the aliens did this. My only explanation would be Japan is just weird).
