there are several riders who don't have 'mounts" and it was later confirmed they're riders because they were promiscuous. You can mount people after all.

This is especially true with Queen Medb in FGO.

Anne Bonny and Mary Reed as well, since they're technically lesbians but are willing to bed the Master if its male. They're the only riders without the Riding skill but that's because they were never captains.
