Coming from the game Skies of Arcadia for GameCube.
In the last fight, the enemy can mind control a character with the special skill Silver Nightmare to cause this character to attack the party with a special attack.
Empty eyes are during the skill sequence and just before the character throw the special attack.
Got the scenes from a longplay of the game (in case you want to look for the video to see the full mind control sequence and be sure to see both girls of the party in it).
