I'm afraid that I don't remember a year or issue number, but this was from the period where Bucky was filling in for Captain America. The scientist there is supposed to be the guy who worked on brainwashing both Bucky and Natasha for the Soviet Union, and the villain wants him to revert Natasha's programming to where she thinks she's an assassin for them again, and it works for a little while.

I don't remember the issue though yeah, I'm pretty sure it's from the Bucky Barnes run. One of the most interesting elements of it, was that it actually did completely work. (I'm not sure that would be allowed now) And the scientist in question at one point offers to make Natasha his bedroom slave as well, but the lead villain says no, I'd prefer to win her on my own. (Even though of course he does have her brainwashed into being his loyal henchwoman. Which is kinda a leg up into him winning her over.)

Ah yeah...I was mis-remembering it. (It'd been a long time since I read it.) And it isn't the scientist that asks the villain why he doesn't have her brainwashed into his personal slave. It's another character the villain talks to called Marvin in issue #11. I was right about his reasons though, which he probably regrets when later in the story he does try to win her and she rebuffs him.
