I grant you it is in no way obvious here, but all I have to say is that you are a bunch of young whippersnappers if you don't recognize this! This is from Soushinjutsu, one of the first MC visual novels that was actually any good.The characters in this scene are the female antagonist (Rei) and one of the targets (Haruhi? Haruko? Been a while so I don't really remember). One of the first VNs I ever played, back before I even really knew Japanese. Good times.

the only thing i didn't like about this game is the concept of hypnosis drug, it just....too NTR. In fact all of the soushinjutsu are NTR, things like "throw a girl some stuff and she's your bitch" or alike are more or less all over the place. That is the reason why the slow-corrupting + inducing style of games are kind of thrive in this genre, even though many of them are not even good, but the feeling is preserve and not too overboard. And that's why Ilike saimin justsu and yuugi series more than all (except for the jutsu 3 crap, it's just crap with beautified modeling, the enbu is almost crap for putting a perverted bishounen up as main, ruining the synergy).
