Welcome not-as-attractive mortals~ Come with me deeper into the palace and allow me to tell you the lost unknown story of my (and your future) beautiful and powerful queen~
Long ago in ancient Egypt lived powerful pharaoh named Akhenamkhanen who had his brother create seven powerful mystic items known as the Millennium Items. However, Akhenamkhanen soon learned that the items were created by sacrificing many innocent lives. Horrified by this knowledge, he sacrificed himself to atone for his and his brother's sins and pleaded the gods for the safety of his son Atem. Soon later when Atem would rise to the throne himself, a bandit stole the Millennium Items and brought about the evil god, Zorc Necrophades. But Atem used his power to seal Zorc and himself away in the Millennium Puzzle, and the remaining Millennium Items would be taken and protected by Atem's guardians.
Many centuries later, wonderful Cleopatra too would become pharaoh and in her reign she learned of Atem and the Millennium Items and became fascinated in their power, particularly the Millennium Rod and its mind control capabilities. In her fascination of the Millennium Items, she attempted to forge her own Millennium Item... and succeeded. With her power and sacrifices of her willing followers she created the Millennium Uniform: a magic attire that would grant eternal youth and beauty and heightens the wearer's sexual pleasure and desires. Her plan was to steal and use the Millennium Rod and bestow her servants more Millennium Uniforms so that she can create an unstoppable army harem of irresistible beauty. However she knew she could never find the Millennium Items on her own and even if she did, they would be guarded by descendants of Atem's followers and she could possibly repeat history and accidentally allow Zorc Necrophades to rise again. So she faked her death and had herself mummified and put into a magical hibernation, aiming to awaken at a time where the Millennium Items were no longer guarded and where Zorc has been destroyed.
Sure enough she would awaken not long after Atem has defeated Zorc Necrophades for good and has taken his place in the afterlife. And better, despite the Millennium Items being sealed away after the Ceremonial Duel that allowed Atem into the afterlife, Cleopatra received news that Atem's modern day rival, Seto Kaiba, has begun an excavation to retrieve Atem's Millennium Puzzle. And during the time she waited for the excavation to finish, she enslaved some pesky magical school girls and myself as I attempted to plunder her tomb for profit. And when the excavation reached its end, she had her opportunity to take the Millennium Rod for herself. Her plan has finally begun to come to fruition~
And with the end of our story, now it is time for you too to don one of the many Millennium Uniforms and take your place under our queen, just as I have ;)

Um what? The items alone took hundreds of souls to create. so how many people did you sacrifice to make these? (aside from the items only working for certain people, those being the reincarnations of their original users,)

Correction: According to official canon it only took 99 sacrifices to make all 7 items. So just to make one Millennium Uniform, I imagine it didn't take many xP

Ah, my bad, but still ~14 souls per item.
That's not that many in all honesty.
I'm sure you could make a couple of them out of volunteers.
