What makes you say that? I can't find source where he wears that outfit, while Ash definitely has, and I also don't see anything that definitely distinguishes him as "not Ash":

Still slightly the wrong outfit. That is definitely what his hair looks like, sure, but I don't see why "Ash with his hair spiked in Red's style" is any less likely than "Red with Ash's jacket".

They look very similar in that particular outfit set.

Yep sorry for me to cause any chaos. Just love the manga so much but ya that's clearly Red in Ash's Clothes...granted whoever drew or commission might just call him Ash or could be a mistranslation who knows lol

The artist says it's Ash :
