I don't think it works that way; as far as I know, whether or not symbol_in_eyes/heart_eyes = MC is evaluated on a case-by-case basis.
One of my posts which only had heart_eyes was deleted due to lack of MC, which is fine because it technically didn't contain any, but I don't see any MC in this either, so it should probably be deleted too.

Yes, that's the case with the vast majority of text manips.
However, this should not simply be treated as a loophole to get around the stie's guidelines. If the post is going to get a text manip version, it should be properly made.

I made a joke about integrating a particular phrase into a manip and was immediately afterward practically slapped in the face with an image perfect for it that was debated on whether it was MC...so I figured...the universe wants me to follow through:

I agree 100%. There have been a few cases where an image had no MC, but someone wanted it to stay so badly that they hastily made a manip with it.
If you want to manip an image, manip the image, but don't manip it just so it can stay on here.
