I should probably elaborate a bit with the context for this. This is the description from my Tumblr:

“I am yours, Rex. I am blushy-crushy just for you…Allow me to pleasure you, master Rex…”

Tora teaching Pyra what it’s like to go a step beyond “blushy-crushy”. Seems Pyra got so into it so much that she’s got herself stuck in a hypnotic loop.

So basically throughout the game it's continuously hinted that Pyra is definitely for the idea of being like a 'maid' for Rex and she definitely loves him. Tora is the one who got Pyra into the whole "Blushy-Crushy" idea so that's why he's here.
