Yes, the artist used a grain filter / dithering, but compare it to <<www.furaffinity.net/view/25986074/|the textless version>> and you'll see that resizing the graininess caused considerable jpeg artifacting.

This isn't the original source. It had to be compressed so it can be posted online. The original picture is over 20MB while this one is around 2MB. There is still a grainy filter on the original but it isn't as noticeable.

Yeah, that's what happens when you make the image smaller. Same amount of grain. Smaller image. So it's more noticeable. Still not artifacting. That's just what happens when you shrink a grainy image.

Grain or no, there's still a good bit of jpeg artifacting. It's especially easy to see around the edges of the text.
