The artifacting is in the original
It still suffers from severe jpeg artifacting, whether it's in the original image or not shouldn't matter.

It kinda does, though. If it were a manip, we could reasonably say that the manipper could have found a clearer version of the image, or barring that, should have used a different image entirely. But for original art, what the artist or commissioner makes available is all we have. Now, if it's drawn poorly, we obviously will reject it. This isn't, however. It was simply saved in less-than-desirable quality, although it does look fine in the resized version. It's unfortunate, but this is what we were given.
