All three are bitches, yes. Seryu was just a tragic case, where she suffered due to the assassins and became corrupted by a sense of justice. Which was really just vengeance that had the government's backing.

Basicly this, the other 2 are just chaotic evil sadists,while Seryu acts more like a fanatical paladin following the social contract, too deranged due to traumata to see that her goverment itself actually doesn't do so.
