I have no clue where you picked up on that being the case. Even though Harley herself is not shown, the post is CLEARLY in reference to her, especially in terms of the outfit.

I picked up on it on other uploads where I added a character tag from the text and was told that was wrong for the reason I stated above. I personally thought it should be there, but I had been led to believe it should be otherwise.

I ran afoul of this once too, in the 'Rouge The Bat' tag, until I realized that when one character is dressed in another's typical outfit, you're supposed to tag both and add the 'cosplay' tag. Was driving me crazy that so many pictures tagged with Rouge did not feature Rouge until I figured out the commonality and could "- cosplay" it.

Well that's because it's typically very case-by-case. Like Obscenario said, this one's more-so related to cosplay on top of the character being referred to to back it up.

I'm assuming in your case, an artist or manipper had a character (such as Hypno-tan) supposedly talking to or about another character that's outside of the image (such as Tracer from Overwatch), and the image had no relation to the mentioned character. Therefore, there indeed should not be a tag for that character that's not present.
