Red Skull has fused his brain with that of the recently deceased Charles Xavier, which means he now has insanely good telepathic abilities which he's using to be a total nazi. In this case he's trying to recruit Wanda to his side through telepathic hypnosis, making her want to kill all the mutants (again). Because being a nazi, he hates mutants. It's been a while since I read this but I'm pretty sure she snaps out of it pretty quickly.
