I feel like an "innocent" reading of the line is possible, especially given that the character's meant to be a kid IIRC... but wow, pet play sure is the the natural takeaway.
In a way i feel kinda bad for leaf. She devotes herself to catching this one legendary pokemon. And then this kid just does it instead of her, causing her to slightly snap from the revalation.
