9S was pretty sure 2B was up to when he proposed hacking her "as a test". They both wore blindfolds but she could see right through him. He was all the more surprised when she accepted. Rationalizing it as nothing more than her actually accepting it as the "test" he half-assedly proposed, he soon got to work. Kind of odd that she's doing stuff like this so willingly... He only asked her to take off the skirt!

SPOILERS, but

A) there's memory play going on in that relationship, and

B) YoRHa would have made damn sure 9S couldn't really hack 2B.

So yes they are, and 2B is totally topping from the bottom.
