I know (or at least hope) you're joking, but... Terra is blonde. That's how she looks in official artwork and in Dissidia: Final Fantasy. I don't really know why she had green hair in the game, but it was probably just sprite limitations.

Also, I love this picture. It needs more love on the hub.

No sprites limitations (you can see the other girls being blonde), but differences on the company, that happens in other Final Fantasy games too, the official art is different than the sprite, I guess this could happen because I think there is a different team working on the sprites.

For example, Cecil dark knight's yelm is different sprite/official art, also the Faris's clothes in Final Fantasy V. You can see even differences on the clothes, Terra is using a leotard in her sprite.
