I'd done several manips that had partially-transparent spiral effects for the eyes, it's one option of many, that's not "low quality." And it works for this image, too! I mean, if the eyes looked in one direction while the spiral effect was centered elsewhere, then sure, but they're centered on top of each other, which means it's an intentional artistic choice, not a quality problem.
