As much as I would like to, I don't know the artist. Spiral Clicker doesn't exactly have a credits page (that I know of) and the game has multiple artists.

As funny as the flag reason is, ("I came back from lost and found office, they didn't had any Hypnosis nor Mind Control for us.") it does have hypnosis; Helen is hypnotizing the player...the tags literally say hypnotic_eyes and she has a spiral in her eyes for fucks sake.
