In that movie with that design it's canon (or at least Terra wanted it to be), and to be honest, the canon they've built with those animated movies does kinda suck.

Which is why I cannot wait for the return of the true DCAU in Fatal Five

To my understanding it was at least heavily implied if not outright stated to be going on in the Judas Contract arc in the original comics as well, so it's not like the movie deviated from the source material in that regard.
