This isn't explicitly hypnosis, but the creator posted it when asked if they could draw anthing Gorillaz related to hypnotism, and they said this is the closest they did.
2D is basically out of it, completely unaware, while Murdoc is taking advantage.
Unfortunately, the artist posted this in a 2D x Murdoc porn thread years ago, and was anonymous, and likely doesn't draw Gorillaz anymore. I sourced the thread it came from, but aside from that, the artist is pretty much a mystery.
