It's from the Hyperdimension Neptunia anime, mainly the second half where it's based off of Victory/Re;Birth 3

I'm assuming that's bad and she reverts back at some point? Also is a right there and now thing or like strap her to a chair until she obeys kind of thing?

She reverts back in episode 10 after Neptune defeats her in their HDD forms. And I think it's a right there and now type of thing. I've only seen the first half of the anime so far, along with the clips for it

Jojo's Bizarre Adventrue & Fire Force are animated by David Production= Great animation quality.

Hyperdimension Neptunia are also animated by David Production= Poor animation quality and one "mind control" scene.
