Not sure what the show she comes from is about or her impact is but she's a cute pretty type. My guess is she's either a Tsundere bitch (name Rin) or a sweet little girl
It's a very controversial manga/anime series. She's a seven-year old girl who intents on seducing her teacher, at first for fun, and then truly loving him. A rather long-running series, too. Its publication in the US as "Nymphet" failed and the author crowdfunded an English licensing that...Hasn't been heard of for years. At its core it does touch upon a number of interesting themes...but crude humor and some obvious shock value kind of drag it down.
And to answer, her personality is...rather complicated.

I don't know how I would describe Rin, but her backstory is that she was initially raised by her single mother, who had gotten pregnant outside of marriage. But then her mother died of lung cancer when Rin was five, and she was taken in by her mother's cousin, a bachelor.

Doesn't sound like something that'd mess up a child. At least not in making them develop 'cravings' that early. I guess Japanese will do what they will for a plot point though; I mean Sony has a surprisingly great but screwed up game involving time traveling apes, that says much
