Well...here's my best approximation. It's really not that good though. I don't know the series, and "T-back" (not T-bag, I checked, this is a ku, not that it would mean anything for this female character) isn't something I understand either. Sorry.

The character is from a manga that I don't think ever got translated into English though its vaguely related to the Ultraman series somehow and has a little bit of fan art on pixiv.

This page is in Japanese and the Google translation really isn't that good, but it does clarify that she's a kunoichi who uses techniques all revolving around her body, one of which (I assume) is hypnotizing people with her ass. Also I think T-back is referring to the thong she wears.
