This is from the anime Agent AIKA Zero. It's a show about white panty shots, girls getting knocked unconscious and a little bit of mind control (but not much, be warned).
In this scene in particular two girls are getting shot with sleep darts in the ass after they just woke up, so they don't even have time to understand what's going on and they're back to sleep. They've all been drooling from being so deeply asleep.
