This post appears to be based on a joke SCP that's been lost to time, or at the very least Google isn't helping. That said, the actual SCP-621 is... Interesting, to say the least.

There was apparently a forum on the site made by a guy who wanted a joke SCP that was a parody of e621 and sites like that. But as far as I know it never made it onto the site, or was deleted.
