Well, lets say this takes place after the Strawhats leave the Shabody Archipelago. Granted we don't know the exact distances but this puts her near the Red Line with the East Blue being the ocean to the north on the <<fc02.deviantart.net/fs70/..._by_kiwik2010-d6uies3.jpg|map>>. (Gotta love that One Piece geography)

So, to reach Syrup, all Perona would really have to do is find herself passage on a ship or on land to get past the Calm Belt. Not easy, but also not impossible for someone who can completely demoralize all (bar one) she meets. Yes, those with Haki would be best avoided, but given how many unworthy rookies make it to Shabody, it stands to reason that Perona would find either a weak enough pirate crew, or civilian ship to take. Once on the East Blue, commandeering a ship there would be even easier given how it's meant to be the weakest of the 4 seas and Perona could well find her ability making her one of most formidable pirates on those waters.

The only problem with that is only the marines have the technology to move across that way, all others are SOL haha so she'd have to take on marines to get a ship =P

Or, you know, she could just reach Red Line then travel overland until she was past the Calm Belt, and then see about securing a ship... unless I'm missing something, of course. I'm far from being an expert on One Piece.
