If I remember correctly he tried but Rajah kept getting in his way.

That is probably the best in-universe explanation (or perhaps sexism; he genuinely didn't need her approval). Frankly, the real reason is almost certainly that mesmerizing the bumbling old Sultan is good movie fun, but mesmerizing the already-sultry princess is dancing on the edge of "not-family-movie" territory. And at that point in time, Disney tended to guard their family reputation well (compare to today's ABC "Family" TV channel)

I always thought it was because Jafar thought that having a zombie for a wife would be boring. Plus his world view told him that princesses just naturally fall into the arms of powerful men who shower them with gifts.
