Just so we can get some context, this manga is set in a world where people can use and learn mangic.

The Black haired guy can use something called "Charm" which is exactly what it sounds like, but needs direct eye contact and something else that seemingly lets him see through girls clothing.

The other dude, while being a jock pervert has Lightening powers and paralyzed the other guy after he used charm and used him to do that to all the girls.

The girls are only naked from the perspective of the dark haired guy.

It's always fun having such good little subs to work for you when all they need in payment is the command itself.
