You could brain wash agents (and minions) there and one of the game endings turned people into your literal minions. Also, the Rambo parody gets gets turned into a hulk zombie you can command.

Evil genius 2 zombie ending: A variety of different people moaning, shambling around, etc

Evil genius 1 zombie ending: Everyone turns into the exact same, bob the builder looking guy, no one is visibly mind controlled at all and they just run around screaming
